SEG Solar has secured land for a planned $950 million manufacturing facility dedicated to heterojunction (HJT) solar cells. Located at the company's Tomball Industrial Campus in the greater Houston area, the new plant is designed with a total capacity of 4 GW. The development will proceed in two phases, each adding 2 GW of capacity, with operations targeted for launch in 2028 and 2029 respectively.
The project is expected to generate more than 700 local jobs. Strategically, the new cell plant will be situated directly adjacent to SEG's operational 4 GW Tomball #1 module facility and its 4.6 GW Tomball #2 module facility, which is currently under construction. This co-location strategy unifies cell production, module assembly, and balance of module manufacturing in a single site. The campus will also house warehousing, a research and development center, a certified testing laboratory, and planned lines for EVA film and junction box manufacturing.
This announcement marks a significant step in SEG Solar's domestic vertical integration strategy. Earlier this year, the company opened its Tomball #1 assembly facility to scale up crystalline-silicon production in Texas. Following that site opening, the manufacturer launched production of its first commercial-scale HJT modules at the secondary facility, establishing high-efficiency technology as a core component of its U.S. manufacturing footprint.
By supplying Texas-assembled modules with domestically produced HJT cells, SEG Solar aims to help project developers and asset owners meet federal domestic content requirements under the Inflation Reduction Act while securing dedicated supply chains. Jim Wood, chief executive officer of SEG Solar, stated that bringing HJT cell manufacturing to the U.S. provides customers with a more domestic supply chain featuring clearer sourcing and single-company accountability. Speaking at pv magazine USA Week 2026, Wood emphasized that as the only U.S. company dedicated to integrated domestic vertical manufacturing, SEG will continue to strengthen its operations and innovation in the country.
Founded in 2021 and headquartered in Houston, SEG Solar reported shipping over 7.5 GW of solar modules globally through the end of 2025. The manufacturer has reached an annual module production capacity of 6.5 GW.
